Well I hope the promise to UNESCO to close the A334 past the stones and upgrade the visitor centre, which are relatively cheap and easy measures, doesn't get linked into plans to build a new visitor centre and thereby cause years of extra delay to the other improvements/
"Upgrade the visitor centre" doesn't mean immediately draw up plans for a £67 million new facility. Let's get some real improvements accomplished first. A new VC is an entirely different issue that should have its own timescale.
