the way is very simple now, find a site for the new visitor centre - pay up - build it and close the road...

I agree, but not in that order as finding a site for a new visitors' centre - and building it - could take years.

If getting some significant improvements very soon is the objective then a two-stage programme would be best - first, close the bottom half of the road and spend some money upgrading the existing visitors centre temporarily and second look to relocating the visitors centre.

Since the first stage could enable the pedestrian tunnel to be closed, the road near the stones to be grassed over and the fences to be moved right back I reckon that amounts to the biggest chunk of the needed improvements to the atmosphere achieved at a stroke - and it could be done very quickly at very modest cost.
