Saw some of this yesterday (15th), flowers on every stone, a wreath in the centre (which for a change looked like it was biodegradable, conifer, ivy, bay,etc.) The markings were all done with chalk dust, which implies some care for the site. You find yourself being thankful that the vandalism was at least 'low impact'.
However, there was still enough there to harm the digestion of a curious lamb, and there were plenty of those around. Plastics and ribbons etc binned in the name of animal welfare.
