All of the frequently used symbols, includng those you mention, appear on Class 1 and Class 2 stones.

Amongst the rarer symbols, some appear on Class 1 but not 2 and vice versa.

But that is based on surviving and discovered stones. So it might not be too speculative to suggest that all the symbols were common to both classes of stone.
