Yes .... and the so-called Pictish Class I stones were put up before they adopted Xtianity.
As I understand the thinking behind the inclusion of sites in TME, they are broadly megalithic sites constructed before their builders adopted Xtianity even if they date from well into the ce calendar.
So maybe Pictish Class I stones should be allowed in TMA. Many are probably re-used prehistoric standing stones anyway (but that's obviously difficult to prove). For example
