Certainly. You could use it to copy your (extremely polite)enquiry to 11 different people in the organization, including one of the bosses, like I did to EH. It worked rather well and rather quickly and I got 4 separate replies from officials anxious to apologise for the previous lack of response and asking if I'd got what I wanted. I almost feel guilty for acting like this but it's been shown time and again that ordinary enquiries don't work so there isn't a choice. Sub-arboreal direct action is the way to go!
