Sorry to hear of your predicament, and hope you find a way through it.
Is Paganism a recognised religion?? if so, you may have some grounds for a complaint, but my guess is you'd have to have concrete proof that the Avebury complex has been used for the festivals and rituals that you adhere to.
My guess is that current 'worship' at the site only dates back to the 50's or 60's, so unless there's indisputable archaeological eveidence saying that these particular rituals have occurred, you may be onto a loser.
And we know how crazy the local police and parish councils get at the mention of Travellers and all the negative connetations brought about by the Thatcherite government of said ppl
Though being a pagan doesn't mean that you have any 'special' claim over a site, and I'm sure court proceedings would just point to the numerous other sites in the vicinity are available to you.
Anyow, sorry for the negs, hope you find a solution.
