Shouldn't be that hard for local police to find out who the kids are... someone will always talk. Guess it's a question of priorities? Besides, much easier to go after motorists and so-called 'hate crimes', so I hear.
Seems to happen a lot, a shortage of police will probably have something to do with it as well.
