I suppose it doesn't mean to say it was Officially done. Could just be people skiving off work and fiddling on the internet. If they work for the government they might actually believe government figures on Iraq casualties etc, and think they're doing the world a favour by editing the page.
On radio 1 they said someone at the CIA had been editing a page on some cheesy American eighties singer (richard someone) and I'm assuming that wasn't of political importance.
