HSD , as the circle is 15-16 min diameter an outlier even at 70 paces (approx 70 metres ) couold be measured from extreme edges and provide a difference of 12 -18 degrees .Assuming the 220 is from the centre then the winter solstice sunset is about 227 (spur to the south east of the top of Win Hill ) so therefore potentially aligned from the circle if not the centre . The 220 was roughly from the centre of the circle, and but for the heather the "outlier" would just be visible from the circle.
I've uploaded two images, one is with my lads either side of the "outlier" and the other a snapshop from GE showing the positions and a rock basin beyond on the large rock, which is the only feature on it. Dunno if it would have any significance but thought i'd mark it anyway. :)

Anyway, given your experience, and i know it's a bit of a stab in the dark but........ would you say it holds any water as a true outlier ?
And the rock basin, letting my imagination run away it sort of lines up circle > outlier > rock basin and vice versa, so would it work the other way ? ie is there anything the opposite way of significance ? I'm thinking a sort of elevated viewing platform through the outlier and circle. i did find it a little strange the basin being in just the "right" place.
