Visited in May 2000 and don't remember any problems. If I recall rightly, I parked in the layby and walked straight up the steep slope at the back, on to the top of the escarpment and then followed the edge along until the circle was visible.

Don't recall there being any indication that it was private land. Shame if it is because the view from the circle is fantastic.
