Quite true. There are some circles in Scotland with scatters. This <i>could</i> be a throwback to the covering of cairns with quartz. Take a kerbed cairn, remove the cairn and you have a circle, which still could need a spread of quartz to complete the monument. The practice could still be with us today in those quartz chippings people like to dress graves with.
