When does radical action become counter-productive?

How about when it starts to annoy local residents? People will support a campaign that will potentially reduce disruption to their day-to-day lives from say, quarrying or opencasting. But if the protest then starts to become a disruption in itself, would that not then evoke Nimbyistic tendencies of a less constructive nature.

Whilst it's impossible to everyone happy, there may be issues which cause the number of locals who are likely to support a campaign to fall below the number who will get angry at protesters. Identifying the issues that will cause locals to become alienated must be an important step in conducting effective campaigns.

An obvious point perhaps, but think how much more detrimental a press report would be if rather than just "loony crusties climb trees" it was "Local people outraged at loony crusties damaging trees" instead of "locals outraged at proposed quarrying"
