Yeah, that's how I see it. A pushing contest between a few disorganised treehuggers and a lawyered-up bruiser with deep pockets who will get 150K quid extra for every additional unit he can squeeze in. Plus he went to school with half the cabinet! ;)

I can't remember when the good guys last won. Well Duddo, but not when real big money is involved.

Do they ever? Money sadly talks as the cliche goes. Every little gain for the forces of light is usually temporary in the face of a don't-care-about-anything-but-financial-gain attitude.
