Financial value using currency is a measure of worth Nigel. If you can calculate cultural value and give that an equivalent worth, then you can put a figure to it (in whatever unit you choose to make comparisons in). That does not have to be currency, but given that the consultation is framed it terms of currency, it would probably be unwise to choose to do something else.
