It's a long shot but one thing that struck me about the site was that it could have had a function similar to Varanasi ,a place where the dying went to die .

A place where people went to die and one where they went in hope of a cure are two very close theories, especially if the sick ones died... ;)

Then there's this thought, somewhere between the two!
