Could it be they're going to funk it? Frit of the fact that most heritage and archaeological bodies are dead against it?
Or because, bearing in mind the underlying economy, the spiralling cost of the Olympics and the current viciously stringent public spending review being prepared, they actually don't have a pot to piss in?
Perhaps you put the fear of god in them, or perhaps they are going "green"
think of all the energy that goes into building roads and then at the end no oil to run the cars on! to quote.....

note; Bath's status as a World Heritage site is being questioned at the moment because of two enormous schemes that threaten its heritage, inappropiate buildings hitting the skyline of this famous Georgian city.. a mock funeral attended by hundreds was held a few days ago because of the demolishment of a classic building to be replaced by modern glass.,
