Yes, "our HA" doesn't have a policy on it as yet. But do we need one, do we need to have a clear cut policy on everything and are we likely to agree about this? I've heard several different opinions from HA people.

I think HA does have a uniqueness to it, it 's inviting the public to submit their worries and endangered sites, but uniquely, it's inviting those people to run campaigns themselves under our collective banner and ethics and we're offering them the access to resources to help them do so. So it's a sort of "public facility" that's demand driven, with a manpower that's always in step with it's growth.
