I think this may be the origin of the numbering system.

You are certainly De Man.
It seems there are a lot more 280, after a quick perusal I can see a number 594, and they are all up there above Penmaenmawr and llanfairfechan, astounded I am, for many years Ive wondered whence this daft numbering system came from.
