"The Jugs"(sometimes spelled Juggs or just Jug)is an archaic slang name for a prison and/or stocks...perhaps it was originally a grave for wrongdoers who had died(or were executed) in custody and weren't allowed to be buried in consecrated ground???
Though, like you say it is probably named after someone.
