I shall wax verbal for a while, because I find that picture extremely evocative.
You can build a cairn on something, but that doesn't make it special.
You can build a monument in the shadow of something, but that doesn't make it special.
You can build a monument in such a position as to make a place obvious on the horizon and it really shouts at you.
Now that, to me, is a Sacred Landscape. There's no need for adding other monuments to highlight it, just one site located like that says it all. Well, the landscape says it all when viewed from that position - the monument just brings you there.
