In reply to the similar proposal by the Salisbury councillors Ian West and Colin Mills EH state: "the plan does not solve the fundamental aim of returning the 4,500 year old stone circle to its natural setting ands remove all modern clutter including hiding the A303. Restoring Stonehenge and surrounding monuments to the natural landscape is imperative to any improvement scheme."
Mills and West replied along the lines that the costs of the tunnel have escalated because of the time to the point that it has endangered any improvement including doing something about traffic on the 303.
Mills " Having listened to local opinions over many years" we feel...a strong locally supported solution would attract national interest.
The councilloers say they have introduced a document hoping it will lead top meaningful debate. (Western Daily Sat 4 Feb)
