Can you re-post your original link, please - I might have some ideas as to what it is (but don't bank on it).

As for the Avebury shot, I don't believe that to be a fag or reflected light from the tripod. Can't be a fag, as the light's above the photographer's head.

Could there be something on the chain link fence which has refelected the light - a piece of new age hippy tinsel or similar? We can't see for sure, as the photographer has straightened up in picture two, and obscured that part of the fence with his head.
