It's an interesting question though George.
Exactly how many people bitterly opposed to something would it need to stop it happening?
Like, if the government wanted to do to war for instance?

It all depends doesn't it.

For war - clear evidence that around 60% of the population will openly revolt in the streets would do it.

For Stonehenge - its people versus cash - to topple plans for a visitor centre looking to generate say £5m a year - you would need to get more than 30k people to sign a petition and that would only be the start.

Just my thoughts.

Action always speaks louder than words where these people are concerned. You don't need a pen when you have two feet. Take it back if you want it!
