it's about the change from hunter-gathering (moon) culture to agarian (Sun), due to the extinction of prey after the ice-age

people don't give up their ideas easily, so the old ideas have to be eased into the new

hence, whilst Stonehenge needed to be solar aligned, it also needed to have a lunar element to keep an air of tradition and authority
