hello Mr Scott-of-the-flowing-locks, you are of course correct that Orwell doesn't belong to the Fifers. but it ain't in Perthshire either - I think you're confusing your counties with your councils. Orwell is in the county of Kinross-shire, which comes under the council of Perth & Kinross
