I noticed on the OS map there are a number tumulus around that area as well as the bridleway. Do you know if anything has happened to these at all?

Do you have any photo's of the damage?
It could be just a temporary measure and the land owner intends to reinstate the bridleway. Either way I would certainly report it just to make sure.

I could take a wander over there tomorrow if the weather is still good as I have not been on the downs for a good while.

That's right, it's an area dotted with tumulus, and it provides a wonderful overview of the landscape and the relationship between sites. I think the tumulus are ok, but I'm not sure. I should have taken photos, but was rushing back to the Red Lion to catch a bus!

Another galling thing about this is that a motorcross track has been built around the corner. Not on a public bridleway, but it makes you think: if the farmer can find space for this, he should be able to maintain a footpath.
