If you're composing a Management Plan with your own agenda you might like to consider putting as Clause 1(a) -

The aims and aspirations of this Management Plan and the advice of the professionals committed to uphold it shouldn't be ignored by local planning committees. Ever. Else there's no point in having a bleeding Plan at all.

What worries me is that both Kennet & Avebury councils think they are doing 'Avebury' a favour by removing eyesores...it is a very Victorian way of doing things. It seems that there are differing views as to what heritage and it's preservation means. i dont think your clause 1(a) would work as it could be interpreted in differing ways, much as the current plan has been. The only way it might succeed is if there was a benevolent heritage dictatorship (the national distrust?)!!! I'm not sure I would want that

Personally i like the garage, not to mention its connections with Keiller....it is part of the modern history of Avebury (as it what we see in the henge today...it is not 'authentic' but to quote Keiller it is 'Megalthic Gardening' .

I am off to Avebury tomorrow, as I have a meeting with the parish coucil which should be interesting!
