Terence Meaden claims to have seen 59 (at my last counting) heads within the henge at Avebury; some are natural, others have been worked. He also claims (I think) that if you go amongst the remaining sarsens on the Downs, then you wont find any.

So what you are (or he is) saying is that they faces are intentional. If there is definite evidence of carving, that would confirm a motivation to produce faces and therefore it would also be likely that naturallly occurring features would have been chosen and/or enhanced.
