Setting

Someone elsewhere mentioned something that might come back to bite us.

EH, in investigating the site of their own proposed visitor's centre, characterised what they found as of "local importance" only. Tarmac might sieze on that as the perfect point of attack.

EH would argue "Ah but that's not part of the Stonehenge landscape or setting" but would we believe it ourselves? .... (gulp!)
I don't know the proposed Stonehenge visitors site very well, other than it's just outside the WHA. Is it part of the Stonehenge viewshed or landscape or setting?

Tarmac have already seized on that, and I do think it is an issue.

This is why we need to form our own view.

I think that we should split the setting into two.

The viewshed and the archaeological horizon.

All related archeaology within the archaeological horizon of a national monument of a national monument should be considered of national importance also unless shown not to be, even though as an individual structure it may be regarded as being of lesser important, its relationship to the major monument confers additional status.
