ITEM 13 - EARTHAM QUARRY No. 1, BOXGROVE, WEST SUSSEX -
ACQUISITION AND MANAGEMENT (HSLAC 2002/17)
13.1 The Assistant Director for the South East Region reported on proposals to
acquire land at Boxgrove quarry in order to safeguard archaeological remains,
together with the construction of a revetment wall along the quarry edge. It was
noted that the proposals and all future work remained subject to confirmation from
DEFRA that English Heritage was able to commit funds from the Aggregates Levy
Sustainability Fund, rather than merely able to pass them on to third parties.
13.2 Members were firmly of the opinion that current circumstances and the
international importance of the site left English Heritage with no option but to pursue
purchase....

What's more, it seems they COULD do it at Thornborough, using the Aggregates Levy funds (which they are empowered to distribute or spend), if they had the will...

"The Fund will support projects to develop the knowledge, understanding and appreciation of the historic environment that has been, or may be in the future, affected by aggregate extraction. The broad thrust of the projects supported by the Fund at English Heritage will fall into three main areas.....

.... In partnership with English Nature and Countryside Agency, to enable the targeted buying-out of old mineral permissions, for the benefit of the long-term management and sustainability of the historic environment."
