There are two ways of looking at number two. A conservation society can either get vocal and oppose a plan, knowing that it will go ahead come what may
Or
you can become part of the machine and at least garrentee that something pretty and good will eventually be made of the site.
I'm not saying I agree with siding with them, but I can understand why they might do so.
From the part of the other interested parties, well, they are just keeping their enemies close - as recommended by all good quoters.
