I thought the Picts were quite big by ancient (and Roman) standards and that it was the dark-haired population of the western fringes that was small?

Actually, you're right - Agricola describes them as tall and fair haired.

Maybe not the Picts in Cornwall then... but the big people - little people theory still works.
