The lack of outrage from the owner ('done by a talented artist', also mentions Banksy - a LOT of people like to see a Banksy) suggests A Big Publicity Stunt to me.
I'm inclined to agree. Banksy has something of a folk hero status but I don't believe he would do this - its not the way he works. If the owner has commissioned the work and inferred it might be Banksy (school holidays just started) then he's a charlatan.

Publicity stunt. Doesn't even look like it's necessarily in the caves as such. Most of it is obviously on the concrete wall of the passage, and the rough bit that actually looks more cave-like may well be one of the dynamited sections.

This is the irresponsible bit:
"For now the caves are open and we are letting the public decide whether they think the graffiti is art or vandalism."
That's a fair enough question if it's on a factory wall but not if it's on something of natural or cultural value, when it IS vandalism.
