Bear with me, I'm making this rant up as I go along! It's something that's bothered me for a while having seen a feature on some telly programme, but I'm sure I haven't thought it out properly.
I reckon you should have to have a (free) special license to take 'em on the road because they are so dangerous in accidents - they just mash pretty much whatever they hit - other cars & pedestrians. You should have to prove you need a 4x4. This license would also allow you to use it offroad if you could prove you need to.
You should also need a different license to use them offroad for recreation & they should be limited to specially allocated areas. You'd have to pay for this license at least to cover admin costs. Unless you've got the 'onroad' license you can only use it on the road if you can prove you are on your way to or from one of the 'offroad' areas.
'Bullbars' MUST be removed for road use.
