As Nigel pointed out, I don't think theres too much that can be achieved in that sense.If damage can be seen to be done in the present weather conditions then now is the time to prosecute .

As has been said a million times here, better signage and fencing would be a start. Esp 'round the back' where people tend to go up, out of sight.
