A few people will always want to climb Silbury as long as the site’s freely accessible. It’s a compromise, but one that’s surely preferable to a large security fence and barbed wire.

Alternatively, they could permanently flood the ‘moat’!

We all "want to". A few "insist on"....

The sad thing about the large security fence and barbed wire (upon several versions of which EH has spent many thousands of taxpayer's pounds in the past few years) is they have probably prevented absolutely zero incursions onto the hill ever. Or perhaps an octogenarian or two with gammy legs. Better/more sineage would have been far more successful, not to mention a bit of imaginative high tech security stuff etc etc.
