I'd like to know who appoints the top men at EH and how long they stay. Are they in for the long haul, or government-appointed lackeys who have no knowledge of the job in hand, like most Cabinet Ministers?

It actually reminds me of my brief stint working for TNT in their sameday delivery department, where there were 20 staff and 8 managers. The staff knew their job due to previous experience elsewhere, the managers had been on courses on management and that was their only qualification for the job. They knew nothing about the business itself, just how to manage, and only barely at that when the staff spent all day laughing behind their backs.
