The report at first appears to agree with you:

"8.3.4.2. It can be seen that the new damage associated with the possible responses is far less than even the minimum amount of damage that is predicted to occurr if no preventative action is adopted.

8.3.4.3. No prediction can be made for the amount of unintentional damage that might occurr through collapse caused by works disturbance."
