Peer wins battle of Silbury Hill
Lord Avebury was celebrating a victory yesterday after the Planning Inspectorate ruled that the 4,700-year-old Silbury Hill in Wiltshire, Europe's largest man-made mound, should not become open country under the new right-to-roam legislation.
The Liberal Democrat peer, who has the freehold of the land, had objected at a public inquiry last month to the Countryside Agency's attempt to reclassify the 130ft mound as "unimproved chalk grassland".
