By all accounts, the view is pretty disappointing. But it would be, since we're always noticing it's level with various places.
This suggests it maybe wasn't aimed to have a dominating view of anywhere, but was kept slightly low deliberately.

there is a panorama from ontop Silbury by Paul Cripps on my CD rom, its not a complete 360 but shows 85% of the surrounding landscape.
