Part of my work involves helping voluntary organisations get funding. It is certainly true that lots of charitable trusts do give more to the south than they rightly should do (laziness and inertia are often the reason). I think the various lottery and governmental funds are better divided because it is done more scientifically and they are (rightly) under pressure to be fair, and to be seen to be fair.
