What's the problem supposed to be (assuming he doesn't want to put millions of cows on it)?
Has the farmer actually said he's going to restrict access? If he didn't / couldn't before, why would he now?
And how are the moors "at risk"? This person seems to think moors have been there "for centuries" without anyone doing anything. I'm afraid to say they wouldn't have been. If you don't graze / burn heather you get succession. It's ecology innit.
