Sure that makes a lot of sense, a convenient and or prestigious early route but then a highly reverent final approach. Another small point in favour of the "view to" being the desired one rather than the "view from" maybe.

The unfortunate thing is that we don't have sufficently good dates for the avenue in relation to the various phases (at least as far as I know ) but the leg to the monument is bang on the axis of of the monument .
