'Russia is an important emerging tourism market for Scotland thanks to its growing economy'. - might be the reason, unless it was an April Fool joke?!? Maybe going on holiday to Scotland is a good 5 degrees warmer than siberia (or maybe not :-)

Maybe a smaller stone could be erected for 'Laika' as well. :-(
