Yes that is so. Mr T meant that the rock was among the oldest on the planet not the erected prehistoric monument.

Yes - that was what he meant - the rock itself is 3 billion years old (is that the same as 3000 million? That's what the Rough Guide calls it..!) and Julian's socks are 7000 years old (and apparently constructed to align to the muidsummer sunrise)
