I think it's more aimed at enabling people to get around without adding the same amount of time to their journey getting around Aberdeen as it's taken to get there from Dundee...
I know the road well - now the new road from Dundee to Arbroath is open even going along the coast road it's considerably quicker. I admit to not knowing Aberdeen so the position of the ringroad [probably now surrounded by houses...] is unknown to me, but the plans look like Tarmac are going to be making even more money...
