"But what has been done at Thornborough is clearly appalling. Is this Britain's Bamyan?"

Fair comparison, as both involve selecting a preferred set of rules and then complying with them:

"The breaking of statues is an Islamic order and I have given this decision in the light of a fatwa of the clerics and the supreme court of Afghanistan. Islamic law is the only law acceptable to me."

"Tarmac, as a member of the Quarry Products Association, operates under the CBI Code of Practice on Archaeology that sets out guidelines on how operators should work"

Neat quotes. Even so, I suppose, a difference concerns motivation. It seems clear that the Taliban intrinsically wished to destroy the (to them) pagan and abominable buddha statues at Bamyan. Presumably with Thornborough it is more a question of incidental consequences of "rational" pursuit of profitable opportunities. A different god is being served in each case. But yes, it is interesting that in each situation there is a rule-based procedure to justify behaviour and deflect criticism.
