At the bottom of the page is a button/link signalling that the uploader has read and understood the rules.

Clicking the button opens this page...

Clicking the button at the bottom of this new version essentially just refreshes the page.

So it doesn't appear to be the image size or quality. I'm unable to actually select an image to be uploaded or anything.
