No idea. It's a nasty post and barbed wire effort, with no attempt to include any kind of entrance. I'm guessing it's either to keep stock out (although this area doesn't seem likely to be grazed), or it's to protect the archaeology until the local unit have had a proper look. Or to stop metal-detectorists. I hope it's not going to be a permanent thing.
